Is it possible to buy an hp laptop battery charger separately?

Ok, so basically when I put my laptop charger to charge my laptop, my computer just turns off It doesn't even charge and even when I unplug it, my computer won't turn back on so I have to wait for about 5 minutes. Now the battery is run out so I can't turn it on at all. I'm not sure if it's the charger, the battery, or the laptop itself. PLEASE HELP Oh and the laptop is a HP pavillion dv4 in case it helps

My HP Pavillion laptop batter charger just broke today, and I am currently using a dell charger and surprisngly it works However, I am a littlee worried because the voltages are a little off. For the original charger the voltage for output is 18.5V, 3.5 Amps, and 65 Watts Input 100 240V, 1.7A, 5060Hz. Whereas the dell charger output is 19.5V, 4.62A idk the watts Input is 100 240V, 1.5A, 50 60Hz. Will this dell charger harm my computer because of the slight difference it has from the original? Or will it be ok without harming my laptop? Thank You So Much the model is dv5t 1000. When I went to topmic.com they had the same model as well however, the voltage was slightly different. Also, it gives you guidelines to buy a charger and it said it was ok if the charger voltage is off a bit. Still, I wanted to be sure before buying it.
Is it possible to buy a part to an HP laptop battery charger?
I have an HP laptop. The part that inserts into the laptop to charge was damaged and no longer works. I now have a laptop that is useless unless I buy a replacement. Is there a way to buy one section of the charger? The battery itself and the cord that plugs into the wall are fine. I hate to pay $80 for a new one.
