Question: Ibm laptop battery sticking at 96% and not charging any futher?

When ever i am at starbucks i always use the ac power with my battery still in the laptop.If i have lets say 95 % charge when i am on the internet, after about one half hour the battery fully charges to 100 %.Now when ever i use the laptop if the taskbar shows lets say 96 % charge i can sit there for hours and it will not charge any higher.

Your battery is old. I know this because IBM has not manufactured computers for a few years, They still make supercomputers, but the mainstream PC marked was sold to Lenovo. Laptop batteries unfortunately wear out after a few years, and can develop a charge memory when you charge it for quick periods of time. Just buy a new battery (they aren't cheap).
