I'm going to college in a really rainy enviornment. i need to buy a waterproof case and/ or sleeve for my 13 " macbook pro. any suggestions?

Unfortunately, you won't find a truly "waterproof " laptop case. Because laptops need to get rid of heat during their operation, they need access to cooler air. If it were in a sealed waterproof case, it would heat up until it shut itself off to prevent damage. If you want a waterproof case to hold the computer when it's NOT being used, you could get a Pelican case. Here's one option (LINK BELOW) for a smaller laptop, but you can find others. A water resistant case could describe any other "protective shell " you could buy. Your options will vary depending on the brand and model of laptop. You could also get a silicone keyboard cover to reduce the risk of water damage.
